<idAbs>2020/2021 Open water delineation for the California Department of Water Resources (CADWR). The spatial extent of the polygons in this dataset match the boundary of the urban retail water supplier. The open water polygons contained in this dataset are created from two source datasets: modeling of 2020 4-band 1-foot aerial imagery and 2020-2021 water feature layer from the NOAA Coastal Change Analysis Program (C-CAP) (https://coast.noaa.gov/digitalcoast/data/ccaphighres.html). Polygons with an EDITED = 0 label have not been manually reviewed or edited. The mmu for EDITED = 0 objects is 0.1 acres. Polygons with an EDITED = 1 label were manually reviewed and edited during the production of the Land Use Cover Dataset (LUCD). The minimum mapping unit (mmu) for EDITED = 1 objects is 64 square feet. The mmu is adhered to during manual review and editing of EDITED = 1 objects, though polygons smaller than this may occur in the dataset and remain as artifacts from the modeling process. This dataset was generated as part of the California Department of Water Resources (DWR) Agreement #4600015006.</idAbs>
<idPurp>Under the DWR Agreement #4600015006, and as part of the response to the State Water Resources Control Board (State Control Board) Drought Emergency Regulation (California Code of Regulations [CCR] Section 996), new requirements for urban retail water suppliers under California Water Code (Water Code) Section 10609.10(d)(2), and DWR's responsibility to provide technical assistance, including data, to urban retail water suppliers (Water Code Section 10609.26(a)(4)). DWR partnered with NV5 (NV5) to provide timely and necessary CII landscape area measurement (LAM) data: A. To urban retail water suppliers for their use in managing CII outdoor water use during drought and long-term resilience, and B. For the State of California (State) analysis of CII landscape water use and conservation potential during drought and for long-term efficient water management.</idPurp>

<stepDesc>For the EDITED = 1 component of this dataset, the objects were generated using a modeling process which began by applying a pretrained convolutional neural network model on the 2020, 4-band, 1-foot resolution orthophotography of the area of interest. The data is then manually reviewed by photo interpreters to address model errors. For the EDITED = 0 component of this dataset, the objects were generated by combining the unedited land cover model outputs for 2020 imagery and the 2020-2021 high resolution landcover product from NOAA (https://coast.noaa.gov/digitalcoast/data/ccaphighres.html). Other processes, such as smoothing, removal of sliver polygons, topology checks, and other data clean-up routines are run as needed to generate the desired final product.</stepDesc>
